No, not necessarily. They'll put the greatest weight on the word of someone who knows you or your family. It's evident real quick if they don't. Which is not necessarily a bad thing - if the writer has talked with someone they trust you knows you. Don't worry about how many. I always encourage 2, in case your original person doesn't come through. But 4, 6, 10 - don't worry about it. They won't get mad at you if you have a bunch, or think you're more special. BTW, YOU do not send the recs to the chapters. Your rec writers will send them.
