That was last spring. Pi Phi did not add a single new member in spring and was at total they had 453 members at the end of the semester. Pi Phi wasn't eligible. APhi added 16 new members last spring and still ended spring with only 414 members still not at total. Those new members had a GPA of 2.35 so if their nationals is pressuring them it's not about being 1 under total. You can check facts and gauge things on the grade reports every semester.
