There is a quiet process. Sororities, if they are eligible, can not do cob officially and just have some pnms over for lunch etc., and eventually bid them. Very common practice actually. What this means is that KAT and AOPI, DZ, and maybe some others don't want any referral from panhel i.e. sign-ups. There is a stigma to being on the cob list so I guess this is a new marketing strategy?
