Last spring's numbers are irrelevant. Chapter total would be how many actives returned this fall plus new members. You don't know either number. None of the houses have anything to be embarrassed about. Having a few spots open after recruitment is just not a big deal. Pan seems to be taking houses off the list as they get to total.
