This is not right. It is not double counting. Example: there are two houses - both have 400 in fall. Both houses have 10 people graduate in December, and both have 10 people drop. House B adds 20 people in spring COB, house A does not. Both houses will show the exact same number of drops based on how the op calculated this and they should be the same, they both lost 20 people. House A: 400 (fall number) - 380 (spring number) - 0 (number of COB's added) = 20 people dropped House B 400 (fall number) - 400 (spring number) - 20 (number of cob's added) = 20 people dropped.
