Yes, initial assessments could be wrong. The quality of a PC can really only be measured against house expectations, some of which can't be judged until after grades come out, you see how many people drop, and see if sisterhood is strong. That said, I think houses have a sense of how good a rush they had. My speculative take is that some "bottom tier" houses snagged some super cute, well rounded girls who will be a big asset for next year's rush.
