All you can do is look at the number of chapters each sorority has, and maybe at the amount of money they raise for their philanthropy, or their foundation, or both. Tiers are way more of a local thing and it varies campus to campus. At the NPC level, each NPC group has 1 vote. It's not based on number of members.
