Like ^^ have said, some houses can plan to COB But those houses tend to be the ones ppl have left when they drop out of recruitment For example, I wouldn’t be surprised if SDT is hoping to COB bc they are smaller than other chapters. And that’s fine... they are a good house with a lot to offer. But it doesn’t make sense for a PNM to drop out if they have SDT back for pref in that case
