ehhhhh. chapters cob for different reasons. yes retention is definitely an issue in a few (for example Alpha Phi constantly does COB throughout the WHOLE YEAR, which could lead many to believe that members are constantly dropping and that it’s not the best sisterhood), but others have advisors/an alumnae base that motivates them to cob due to seniors graduating in december, members transferring back to school instate (makes sense that NR houses who take more OOS members have this happen more often), and some houses simply want to catch some girls who they know from first semester that decide they want to rush. Houses like Zeta and Pi Phi (not sure about ADPi) have a COB event that is invite only and they usually only end up COB’ing 5 girls or so (some are cheerleaders, are already involved on campus because they have already been through at least a semester of college, and some are just neutral friends). I don’t totally disagree with your point, but I do think COB is made to look worse than it actually is. It’s all about that money 😬 more members/keeping up the amount of total members in the whole house = more money. Some advisors (that I personally know of) even use this as a strategy to reduce dues for the actives already in the house.
