no house has given a snap bid in years but yes zeta, pi phi, and maybe adpi (not sure) have done cob recently and you can check they grade reports for proof. I personally do not a house should be considered top tier if they have to cob- that means they have retention rate issues and maybe should focus on that before they claim they are top.
