You are so wrong. First the phi psi spent considerable money relocated there house in the 1990's from their old location to next to the stadium based on a University promise they were safe. The University broke their promise and owed them compensation to build a new house. Second, before any house is built by any chapter they have to secured financing by the chapter, so their alumni raised the money and financed the whole build which is much more than the million the University provided. So, like all the other chapters on University their alumni stepped up and contributed many millions to build the house, your precious Jefferson houses you are trying to defend did not.
