Yep most if not all Chi O chapters do this. It's a way to make sure they have good grades on the grade report - if your grades first semester suck then it doesn't get factored in to the chapter GPA. BUT if you love Chi O during recruitment and know you could fit in there, don't let this stop you from finding a home there.
