It’s definitely more of a thing in top houses, because they need a way to narrow down the pool. I’m in a “lower tier” house and we really only look at a rec if it’s a no rec, aka the alum is recommending we drop her. I’m pretty sure there’s at least one house (maybe chi o?) that nationally requires a rec to get a bid, but if they really want you an advisor will do it. They’re not just going to drop a top girl. But also never assume you’ll be a top girl.
