That's just BS. OR houses do have awesome retention rates, and way way less than half of every OR house is out of state even the ones who have the most in state members. Some NR houses have awesome retention rates too. You don't see Theta or DG on the list of houses able to do COB, and those houses are almost all OOS. APhi didn't lose half their members because they decided to go back to their home state. Half their members were kicked out.
