If a house does not reach quota at bid matching, they may offer snap bids to fill quota to pnm's who completed at least the first round of recruitment before dropping out or being dropped. There are very few of these each year, so are nothing to count on. Snap bids are offered before bid day, and any pnm's who accept a snap will run home with the other pnm's. A snap bid is not binding like a bid through signing your card after pref, and you can refuse if you wish with no penalty. But again, they are rare, and if you are offered one you probably aren't going to do better in COB. A pnm who dropped because she didn't like her remaining houses would get a snap from one of those houses, not one that dropped her earlier.
