Alright since no one can give any real advice here... I definitely follow your logic that a new row house would have more opportunities and less competition for those opportunities than one of the high achieving old row houses. If that is what is most important to you, then I would lean more toward the new row house. However, if an old row house feels like home, don't write it off. And alternatively, if that new row house doesn't feel quite right, forget it. You can always join clubs and hold positions outside of Greek life. You could think of Greek life as more for socializing and friendships and clubs for the leadership positions. I think you'll be fine either way. But as someone else suggested, talk to a mom or a friend. I'm trying my best but I don't know you and this may not be the best advice for you!
