Not so much nationally. There is much to admire about Theta here, and Theta is good at UGA, but definitely struggling elsewhere. They just recently had to shut down their chapters at Ole Miss and Clemson for low membership. Sorority quality is always a chapter by chapter thing and the vast majority of the NPC sororities are equal nationally. People claiming otherwise are just talking out of their ass.
