This is mostly just an idea still held from when UA was mostly in state students. This used to be a hard and fast rule (for example, if you look back to when they published the bid lists, in 2009 alpha gam took fewer than 10 OOS and all of those from the south) but it’s not accurate anymore. It’s always been about connections, but back then the pool of OOS girls was way smaller (aka easier to avoid) and PCs were also a lot smaller. Agree that grades have similar importance to connections these days.
