Because they know them and know what the reputation and personality are like. It’s less of a risk to take a girl they can vouch for than take a chance on someone who may be a QR or leave after a semester because she’s homesick. Also it’s a lot easier to cut a random girl than someone girls in the house know personally and are fighting for. That being said, in the past few years a lot of tradiationally instate houses have realized that not given solid OOS girls a chance means they will end up with a lot of mediocre instate girls instead.
