It wouldn't surprise me that an officer did a poor job. Which also means an advisor is doing a poor job because they're not helping train the officer and checking to make sure things are done. The good thing is that when an officer does a bad job and causes problems, usually somebody in the chapter decides "enough of this crap, I'm going to do this right." They run for office get it, and all is well again.
