Check out sororities' national pages to see if there's an alumnae chapter in a city near you. Or check to see if there's an alumnae Pahnellenic chapter near you. Then you can get in contact with them to see if they have an women you can meet to write a rec for you. But "just start.." is right, you have to work for this. Another thought-do you know girls in some of the sororities? They usually know some of the seniors who are leaving who are excited about writing recs. Or check with older girls who went to your high school who might already be in sororities. They may know alums too.
