Snap bids happen when a house does not make quota. They are allowed to extend bids to girls who didn't get a bid or even girls who didn't go through rush. As long as girls accept bids before the Bid Day event starts, the house can "snap" up to quota. Snap bids RARELY happen here because our houses make quota. COB (Continuous Open Bidding) is the process where chapters can extend bids after Panhellenic sets the new "total" number for this year. For example, If total is 380 and a house has 376 actives/new members, they can COB 4 girls to get up to 380. COB is tricky. The most competitive houses rarely have more than 1-2 openings and those almost always go to BFF's of actives. It happens but it's certainly not publicized. Other houses may hold informal COB rush events by invitation only if they have 5+ openings. Again, it's usually girls who are already friends with the actives who are invited to these events. The Greek Life office should provide a list of girls interested in COB to the eligible houses. If you end up in a situation where COB is something you'd be interested in, tell the Greek Life office to float your name. Also tell your friends in the houses that if a spot ever comes open you'd love to be considered for it. If you are thinking you will have better options with COB than you do today with a small invite list, you are WRONG. If you are a PNM with invites, you have options. Go to parties with an open mind and find things you like about each house.
