Once everyone signs up panhel sets a quota for each house. Its usually around 50-60. But some houses like PSS only end up getting <30 people accepting their bids (like the past three years for them) even though 400 people last year didn't get bids. It is projected that over 1000 girls will be rushing this year for about 700 spots. Don't stress though if you're a fit you'll get a bid and theres always other organizations or service fraternities.
