Mance Rayder, The King beyond the Wall here... Chiming in! From the example of the Hound killing Myca the butcher's boy and various other examples from the war, lords, knights and men-at-arts in Westeros can do some terrible things to one another and to other folk under their power and get away with it unless they really piss off someone powerful. Also, in Westeros tourneys are held for the spectacle and because they draw big crowds and bring revenue to kings and lords. It'd be hard to refuse the participation of the biggest, most powerful man in the Seven Kingdoms if you want your tourney to draw people's attention and entertain you.
