Happen because the top three want the same 150-200 girls but that won't fill pledge classes so it is a numbers game to keep enough around in case you don't have as good a rush or even pref night as the other two and end up with too many of your top picks going elsewhere. doesn't mean any of them aren't highly desired.....they just dropped too many girls outside those top 150 who loved another chapter better.
