It means that whoever is saying this is obsessed with a superficial tier system and believes that Tri-Delta is "falling" in the rankings based on a diminishing reputation. However this is solely based on opinion (as all reputations are, and mostly of outsiders) and completely ridiculous. There are 11 great sororities on this campus, if you're looking to join one you have to pick the one that's best for you, not pick based on what's in the "best tier."
