They also just didn't meet quota so cuts don't seem like something they could do this year. I bet their pledge class is great, but they are on the bottom because they are the only chapter who didn't get to quota. Gamma Phi and AXID had the top two numbers and they are still "bottom" too due to preconceived tradition. It's not personal, this is just how ranks work here. Pi Phi is bottom this recruitment.
