No, no, no. @wtf, you don't quite understand, the upperclassman quota is a maximum allowed number, not a required minimum. No sorority is required to take anyone; this is strictly against NPC rules. The separate quota is to help upperclassmen by not having to compete against freshmen for spots. They have a separate quota but it is certainly not required for a chapter to take any upperclassmen at all. The chapters are limited by quota, in that they can't take more upperclassmen than whatever that quota is, just like the way freshman quota works. Again, no chapter HAS to take a certain number of anyone.
