Better PC's? They are not able to pull many girls from top tier sororitys. Last year, they were losing girls to Pi Phi, Zeta and AGam. Social schedule? That would help, but is often tied to the PCs. The rep of being top tier wanna be's also makes it more difficult to move up. It would be easier if they were just being themselves. Realistically, the fastest way for KD to have a chance to move up is for GPhi, Alpha Phi, or AoPi to get shut down.
