I would knock them down to the same tier as pike (not middle but not top). Despite a smaller pledge class, girls like Ka more than Tx - but freshmen love Tx so we'll see there. Everybody hates on chi phi but they throw good parties and are definitely on their way to being on the same level as Ka and Tx. Sig ep is also one to watch out for, as well as phi delt. Can see phi delt moving up into the bottom of the middle tier, as opposed to the top of the bottom tier.
