University student Frances Backus, 20, was arrested and charged with underage possession of alcohol and littering at 2 a.m. on March 27 at the intersection of College Avenue and Clayton Street. According to the Athens-Clarke County police report, Backus was approached by police after an officer observed her throw a clear solo cup containing a liquid into a bush.
