For a former Panhel vp for your chapter you have really not offered a correct explanation of the process. RFM is Release Figure Methodology. It means that each chapter is given a limit of how many PNM's they can invite back each round. Stronger recruiting chapters must invite fewer PNM's each round than the chapters than aren't such strong recruiters. Stronger recruiting chapter means they have a higher retention rate, a higher number of pnm's put them down as their #1. So those houses can get back close to everyone they invite for a round and therefore can fill their parties with fewer invitations. Less stronger recruiting chapters invite back more PNM's because they can't count on as high a return rate. Each chapter decides their invitation list based on the RFM number they are allowed for that round, and also make a ranked flex list. The invitation list is matched to the PNM's ranks of them, and any declined invitations (PNM's had an option to not return) are replaced in order from the ranked flex list. When the invitation list is full, no more PNM's can be invited and the rest are released from that chapter's recruitment. This is why PNM's who ranked houses high are released. They simply did not match with them before that non-negotiable cutoff line. It doesn't mean the chapters voted to drop them, it doesn't mean they were not wanted, it doesn't mean they weren't liked or did something wrong or outright rejected. This process is hard on the actives too. Many a member has been in tears and angry at her sisters when her favorite girl that she really connected with and just loved didn't make the cutoff. Rush is an emotional time, but it's less about being dropped than it is about being a numbers game.
