Every sorority who doesn't meet quota is always 'allowed' to give out snap bids to try to get there. COB is a different thing though. Houses that still don't get to quota after snaps will probably be allowed to COB, but House Total will have to be set to see about other spots, and I'm betting Total will be set low this year with few open spots available, if at all, due to the new sorority coming on.
