Quota is the same for each house. Number of pnm’s signing cards after pref divided by number of houses. When quota is filled and there are pnm’s who are still unmatched, they are given bids to one if there pref houses even when it puts a house over quota. This is called quota plus and assures that every pnm who ranked her pref houses will get a bid. That is why some houses take more pnm’s than others
