Sororities can offer bids through COB until the reach chapter chapter, but they aren’t required to fill all those spots. There are fines for chapters who don’t reach quota for the freshman PC, but unless a chapter didn’t meet quota/doesn’t want to pay the fines, they aren’t required to do COB even if they are eligible. Also most of the sororities you listed did meet quota this year, but I thought there were others chapters not listed that were below chapter total. Not sure where your gamma chi got that list from, unless those are only the sororities that confirmed they will be doing COB
