It really does seem like they ~only~ recruit based on looks. I’m in a mid tier house and was on our recruitment committee this year and saw several of our round 1 grade cuts end up in APhi. We also cut a legacy before pref who ended up there, and I was absolutely shocked to see that any sorority would offer her a bid. The legacy was a really tough cut to get approved since her mom is a very involved alumnae - so that speaks to how bad she was.
