It would be impossible to 'lean on' a legacy. There are enough legacies for each house, each year to fill multiple pledge classes. If you are a legacy, you will likely not be cut after the first round from that house, but it doesn't matter after that. Key is to max out the number of parties that you attend each round. If you are invited back to ten houses, go to all ten, even if you think you don't like one or two. It is usually mostly the girls who self select and limit their choices during the process that end up with their mom's in town, crying in their dorm rooms on bid day. The next year, they go through again, keep an open mind and end up happy.
