Pi Kapp and Kappa Sig were legendary until 2010, and while kappa sig had to recharter, it looks like they ended up getting the better deal in the long run. It's so unfortunate what happened to pi kapp. It is what it is. I for sure think they are row 3 but they will always have potential to move up, like KS or any other top group that falls out would get. They just need to calm down and rebuild, quit making campus angry.
