Every house that has girls graduate, transfer or leave for other reasons can do spring recruitment if they want to. If a house knows a few girls who’d be a good fit, might as well let them join in the spring. Spring recruitment is not just limited to lower ranked houses. That being said, chi o is very overrated and seems more like a mid tier house than a top tier one IMO
