It's possible - if a house gets better PNMs and better socials, they will definitely move up. The problem is that PNMs don't have an open mind and tend base how they rank on pref day off of stuff on this site or stuff they have heard people say. For example, if a pnm prefs at DG, AGD, and DG, 9 times out of 10, she will rank DZ first, then AGD, then DG. Even if she had a better connection with DG or AGD, she's unlikely to put them above a sorority that she has always heard is ranked higher. It's hard for PNMs to really gauge their connection with most houses over one week of recruitment that is basically the same at every house, so they tend to rank based on reputation. Because of this, it's really hard for lower ranked sororities to move up, even if they do everything right during recruitment. This is why people always tell PNMs to really have an open mind. Don't count out a sorority just because you've heard they're bottom tier.
