In my experience, the problems you mentioned are the case at every house to some extent. It's a group of 20 year old alcoholics trying to self govern, some level of disorganization comes with the territory. All houses have their public façade, but internally things aren't nearly as perfect. I would talk to your brothers about your concerns, I think you'd be surprised how receptive they are. Being in a fraternity isn't for everyone, often it's a lot of hard work and stress for little to no personal benefit or recognition, if you don't have a strong relationship with your brothers then I could imagine that isn't very worthwhile.
