Because it's expensive to start a colony at TCU AND Tech and A&M. Even though they are strong in the South, the money may not be there and the alumnae involvement may not be strong enough to set up three colonies in the same state. If I had a choice, Phi Mu would be my choice too, but logistically it doesn't seem like it'll happen.
