Don't know why you are getting downvotes when you are speaking the truth about quota. For those who are confused, the way that quota works is that it is the total number of girls who reached pref and maximized their options (meaning no suicide bids) divided by number of houses (in this case 12). So it is impossible for girls to not have a spot if they have done all of that. And it is in a very rare case that a girl doesn't make it pref unless she has a terrible reputation. It's not like every house has to have 90 new members every year. It changes each year depending on the number of PNMs. Keeping 12 houses is not locking anyone out of experiencing sorority life!
