snap bidding happens on bid day when chapters don't meet quota. COB is when a house doesn't meet the chapter total due to people graduating early or going alumni status early. CPC did chapter total at the median this year so 6 houses automatically fell under chapter total and will have to COB. I don't know if Theta is one of them though!
