I'm just gonna throw this out there. I haven't read the exact language so I don't know if this is something to consider, but I wonder if the CPC bylaws state that eligibilty for participation in recruitment means being a "fully matriculated" student at TAMU (i.e. it doesn't exactly say 12 or more hours), and "Fully Matriculated" in the eyes of TAMU means any student enrolled 12 hours, BT, or whatever that other program is called, then I think that's how BT girls would be eligible. Does the CPC bylaw say 12+ hours = full time or does it just say "fully matriculated" b/c in the eyes of TAMU, a fully matriculated student includes BT and I'm thinking that's how the university is justifying this. It's just like lawsuits and contracts. It all depends on how you interpret the language presented.
