Wrong, snaps can ONLY go to pnm's who participated in at least the first round of recruitment. They only go out before bids are distributed and are to get a house up to quota that failed to do so during bid matching. Pnm's who were carried the farthest with a house and then dropped out are the ones most likely to be considered for a snap, but snaps are few and far between and nothing to count on. It's COB that is open to anyone after bid day.
