It's unfortunate that you feel the way you do. I'm not sure where the "20" number came from since my new member class has 58 initiated (and all still active) members. It may not be quota, but we are working hard to become better recruiters and bridging the gap in numbers with quality women. Please know that I am, by no means, trying to bash any other sorority. I am only speaking on behalf of mine.
