It's kind of natural. The top tiers are used to being top tier, they take it for granted and stop trying to improve as a chapter. On the other hand chapters which have been historically more middle tier (lEx: Delt and SigEp. Yes I know Delt likes to act like their top tier but no one else ever agrees) have been putting in a lot of effort. Though I do have to mention that while Beta and Fiji are slipping, KA is still very much top tier. And in my years at TAMU, SAE was always regarded as top tier; the fact that most people are now identifying them as middle tier with a chance at moving up to top tier actually kinda shows that they've sunk a bit from their previous title. SigEp and Delt I have to agree have made tremendous progress. I would have to say that a lot of this has to do with the growth of TAMUs Greek life in general, but I am seeing a lot of work put in by the ECs and active members of those individual chapters. That being said, ranking really doesn't matter to much, or at least it shouldn't to a true fraternity man
