Most groups have an online form for alums to fill out. This would be the official “rec”. Most will allow you to attach your resume, Picts, etc. A letter of support is less formal. This is in addition to the rec. Each group has different rules. Some allow these to be written by actives from another school and others require it to be from an alum. Whoever you ask to do your rec/LOS will know what to do. As far as I know, a relative can write a rec or LOS. All they do is give the group more information on you.
