You are correct. Getting cross cut is relatively rare and generally due to the issues you mentioned. The other time it can happen is to PNMs who seem to be having a perfect recruitment all the way through sisterhood. They get invited back to all the strong recruiting chapters throughout the week and as a result are eliminating the weaker recruiting chapters. By sisterhood, they only have a few very strong recruiting chapters left, and when those chapters all end up cutting her, especially if she's a legacy, then she's left with no backup chapter options because they dropped off through the week.
